1. Countries/Regions Eligible for Visa-Exempt Entry
- Nationals of the following countries are eligible for the visa exemption program, with a duration of stay of up to 90 days: Andorra, Australia* (effective till December 31, 2019), Austria, Belgium, Bulgaria, Canada, Chile, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Eswatini*, Finland, France, Germany, Greece, Guatemala, Haiti, Honduras*, Hungary, Iceland, Ireland, Israel, Italy, Japan*, Republic of Korea, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Marshall Island*, Monaco, the Netherlands, New Zealand, Nicaragua, North Macedonia*(effective till March 31, 2020), Norway, Palau, Paraguay, Poland, Portugal, Romania, San Marino, Slovakia, Slovenia, Spain, Sweden, Switzerland, Tuvalu*, the United Kingdom, the United States of America*,and Vatican City State.
- Nationals of the following countries are eligible for the visa exemption program, with a duration of stay of up to 30 days: Belize*, Dominican Republic, Malaysia, Nauru, Saint Christopher and Nevis*, Saint Lucia*, Saint Vincent and the Grenadines, Singapore.
- Nationals of the kingdom of Thailand (effective till July 31, 2020) ,except those holding diplomatic or official/service passports-are eligible for the visa exemption program, with a duration of stay of up to 14 days.
- Nationals of Brunei (effective till July 31, 2020) ,except those holding diplomatic or official/ service passports-are eligible for the visa exemption program, with a duration of stay of up to 14 days. In addition, those holding a Brunei Certificate of Identity are eligible for the visa exemption program, with a duration of stay of up to 14 days.
- Nationals of Philippines (effective till July 31, 2020), except those holding diplomatic or official/service passports, are eligible for the visa exemption program, with a duration of stay of up to 14 days.
- Nationals of Russia (effective from Aug 1, 2019 to July 31, 2020), except those holding diplomatic or official/service passports, are eligible for the visa exemption program, with a duration of stay of up to 21 days.
2. Online Application for R.O.C. (Taiwan) Travel Authorization Certificate from the National Immigration Agency, Ministry of the Interior
Citizens of Cambodia, India, Indonesia, Laos, Myanmar, and Vietnam can apply online for an R.O.C. (Taiwan) Travel Authorization Certificate from the National Immigration Agency, Ministry of the Interior.
Nationals of aforementioned countries intending to submit an online application for such a certificate should carefully read the following.
Basic requirements
To be eligible for an R.O.C. (Taiwan) Travel Authorization Certificate from the National Immigration Agency, Ministry of the Interior, the following three basic requirements must be met:
- The applicant's passport must have remaining validity of at least six months starting from the date of arrival in Taiwan.
- The applicant must possess an onward/return air or ferry ticket.
- The applicant has never been employed as a blue-collar worker in Taiwan.
Additional requirements
In addition to the aforementioned basic requirements, one of the following requirements must also be met:
- The applicant possesses at least one of the following documents issued by Australia, Canada, Japan, Korea, New Zealand, any of EU and Schengen countries, the United Kingdom, or the United States:
- Valid resident or permanent resident card
- Valid entry visa (may be electronic visa)
- Resident card or visa that has expired less than 10 years prior to the date of arrival in Taiwan
- Applicants who use an electronic visa issued by Australia or New Zealand as the required document must present the valid Australia or New Zealand electronic visa as entering Taiwan.
- Applicants who use a visa issued by Japan as the required document must present the proof record of entering Japan or a confirmed onward ticket to Japan when entering Taiwan.
- The applicant possesses an entry visa or resident card issued by the ROC at any point in the past 10 years and has no record of immigration irregularities or law violations in Taiwan. However, holders of ROC entry visas bearing the remark FL (migrant worker), X (others), or P with “Special permission from MOFA” (visa and eVisa for “Project for Simplifying Visa Regulations for High-end Group Tourists from Southeast Asian Countries (Project Kuan-Hong)” ever issued), as well as holders of ROC resident cards with stated purpose of residence being foreign laborer (移工), are not eligible for an R.O.C. (Taiwan) Travel Authorization Certificate from the National Immigration Agency, Ministry of the Interior.
Notes
- An approved R.O.C. (Taiwan) Travel Authorization Certificate from the National Immigration Agency, Ministry of the Interior is valid for 90 days. Multiple entries within these 90 days are allowed. The holder of an R.O.C. (Taiwan) Travel Authorization Certificate from the National Immigration Agency, Ministry of the Interior may stay in Taiwan for 14 days, starting from the day after arrival. If the holder wishes to apply for another R.O.C. (Taiwan) Travel Authorization Certificate from the National Immigration Agency, Ministry of the Interior, he or she must do so seven days prior to the expiry of the current certificate.
- If any mistake is made during the online application process, the applicant may submit a new application.
- Online applications can only be made by persons holding valid regular passports. Persons holding temporary, emergency, or informal passports, or travel documents other than a passport, cannot submit online applications.
- The visas in the aforementioned list of required documents do not include work permits.
- Holders of aforementioned visas bearing such stamps as VOID, CANCELLED, or CANCELLED WITHOUT PREJUDICE are not eligible for an R.O.C. (Taiwan) Travel Authorization Certificate from the National Immigration Agency, Ministry of the Interior.
- With regard to resident cards or visas that have expired less than 10 years ago, this means that the time between the expiry date of the resident card or visa and the date of arrival in Taiwan may not be longer than 10 years. If no expiry date or validity period is given on the resident card or visa, the 10-year period refers to the time between the resident card or visa’s issuing date and the date of arrival in Taiwan.
- Applicants who hold permanent resident cards with no expiry date may enter 9999 for year, 12 for month and 31 for day in the Date field.
- Once the application has been approved, the applicant should print out the R.O.C. (Taiwan) Travel Authorization Certificate from the National Immigration Agency, Ministry of the Interior. The applicant must present the certificate and the required documents for inspection when entering Taiwan. Entry will be denied if the required documents are not produced.
- Nationals of Indonesia who possess a valid Japan Visa Waiver Registration are eligible for an R.O.C. (Taiwan) Travel Authorization Certificate from the National Immigration Agency, Ministry of the Interior.
- Please fill in an (online) Arrival Card for immigration inspection each time before reentry within the validity of this certificate.

3. Countries/Regions Eligible for eVisas
- Nationals of the following countries are eligible for an eVisa when they meet relevant criteria: Bahrain, Bosnia and Herzegovina, Burkina Faso, Colombia, Dominica, Ecuador, Kiribati, Kosovo, Kuwait, Mauritius, Montenegro, Oman, Panama, Peru, Qatar, Saudi Arabia, Solomon Islands, Turkey, and United Arab Emirates.
- Foreign nationals who have been invited to attend international conferences, sporting events, trade fairs or other activities in Taiwan—organized, co-organized, or sponsored by central government agencies—are also eligible for an eVisa. Such foreign nationals must obtain an Ecode from the host organization in Taiwan (n.b., not the Bureau of Consular Affairs) prior to submitting an online application for an eVisa. (Nationals of the Democratic People's Republic of Korea are only eligible for an eVisa when participating in sporting events in Taiwan.)
- Tourist groups from Cambodia, India, Indonesia, Laos, Myanmar, and Vietnam under “Project for Simplifying Visa Regulations for High-end Group Tourists from Southeast Asian Countries” are eligible for an eVisa.
- Nationals of Bangladesh, Bhutan, India, Iran, Nepal, Pakistan, and Sri Lanka for the purpose of conducting business at the recommendation of local offices of the Taiwan External Trade Development Council (TAITRA) are eligible for an eVisa.
- Foreign nationals who intend to travel to Taiwan but are not eligible for an eVisa must fill in a form under General Visa Applications on the website of the Bureau of Consular Affairs and submit this application form to an ROC overseas mission.

彈性入境機制 - Flexible Mechanism
Foreign Nationals Participating in International Conferences or Exhibitions in Taiwan Now Eligible for eVisas
To facilitate entry into Taiwan for foreign nationals who plan to attend international conferences and exhibitions, the Ministry of Economic Affairs (MOEA) has issued the following instructions to help foreigners apply for flexible entry into Taiwan. To qualify, the event must meet the following conditions:
I. An international conference must satisfy all of the following conditions:
A. Participants should come from three or more countries/regions.
B. The number of attendees should be 100 or more. In addition, the number of foreign attendees (including Mainland China residents)should comprise 30 foreigners or more.
II. An international exhibition refers to an exhibition at which direct foreign exhibitors will account for 10% or more of the total exhibitors, or are from six or more countries or regions. The count of direct foreign exhibitors does not include agents.
III. An international corporate meeting refers to a corporate meeting that will take place in Taiwan and meets at least one of the following requirements:
A. The total global assets of the corporation in the year prior to the application was US$1 billion or more. Balance sheet must be provided.
B. A company that has obtained a Letter of Certification for Business Scope of Headquarters issued by the Industrial Development Bureau, MOEA.
C. A company that employs 100 employees or more in Taiwan, with relevant proof attached.
D. The annual operating income in Taiwan is NT$500 million or more; income statement or business tax return for the previous year must be provided.
E. The annual regional net sales is NT$1 billion or more, with the previous year's operating income statement provided.
IV. A corporate meeting at a Taiwanese company refers to a corporate meeting or training session in Taiwan attended by foreign employees of an overseas Taiwanese company recognized by the MOEA or an overseas office of the Ministry of Foreign Affairs(MOFA), whose application must be accompanied by a letter of recommendation issued by an overseas office of the Republic of China.
In compliance with the MOFA’s eVisa program that began by on January 12, 2016, the Optional Landing Visa is no longer applicable for foreign nationals who attend MICE events in Taiwan; the eVisa is now fully applicable. The eVisa program provides eligible applicants with an Ecode that entitles them to a one-stop service enabling them to fill in an eVisa application form, submit the application, and pay the visa fee with a credit card online. This new process saves time as applicants no longer need to wait in line to apply for a landing visa after arrival. In addition, prior to the launch of the eVisa program, only passengers entering the Republic of China through the Taiwan Taoyuan International Airport and Kaohsiung International Airport could apply for a landing visa; now, the ports of entry cover all international airports in Taiwan.
Foreign nationals seeking to apply for an eVisa to participate in international conferences or trade fairs held in Taiwan may contact with the event's organizer in Taiwan. The event's organizer may apply for an Ecode which is required for eVisa online applications by sending an official document with relevant information to the Bureau of Foreign Trade, Ministry of Economic Affairs (MOEA) one month prior to the arrival date. When an application is approved, the event's organizer will get an Ecode and it should be passed to the applicant. The applicant uses the Ecode in eVisa online application. When an eVisa application has been approved, the applicant will receive an email confirmation. The applicant must print out the eVisa and take it and an English recommendation letter from the event’s organizer to enter Taiwan.
