What is the Kaohsiung Protocol that was signed at the 2020 ICCA Congress?

The 59th Congress of the International Congress and Convention Association (ICCA) was successfully held during November 1–3 at the Kaohsiung Exhibition Center. The Kaohsiung Protocol was signed into existence by Kaohsiung City Mayor Chi-Mai Chen and ICCA President James Rees (remotely) during a video conference. The Kaohsiung Protocol is intended to serve as a clear guide to help the global MICE industry thrive. Chern-Chyi Chen, deputy minister of Taiwan's Ministry of Economic Affairs, was at the event to bear witness to this historical moment.
ICCA President James Rees stated that the Kaohsiung Protocol is the culmination of opinions gathered from 270 industry professionals and clients in 90 countries through surveys conducted by the association, finally reaching a consensus through micro and macro perspectives at the annual congress. The world is currently fending off the COVID-19 pandemic, so the MICE industry needs to prepare for new challenges arising from this crisis. The Kaohsiung Protocol is a new framework for all future developments and trends of the global MICE industry, providing ICCA-member countries with guidelines for planning meetings and exhibition events. This protocol will be dynamically updated, establishing a new norm for meeting and exhibition events.
Taiwan’s effective control of the COVID-19 pandemic enables large-scale international events to be held as scheduled. The Kaohsiung Protocol was not the only thing achieved at this year's ICCA Congress. Since members from various countries were unable to attend the event in person because of the pandemic, a new live/online hybrid meeting experience attracted a record number of over 1,500 attendees, marking this year's annual congress as having the most participants in the history of ICCA.
Many ICCA Congress records were set this year with total program numbers exceeding 100 sessions, total streaming time over 100 hours, and 220 agencies and lecturers invited to attend the conference. Despite COVID-19 restrictions, a variety of ingenious live and online activities were carried out during the event. For example, participants from different countries were connected online to co-create a Congress song in real-time for fun. Through assisting the MICE industry with technology and solving challenges with creativity, this year’s congress enabled Kaohsiung's youthful, open, diverse, and creative spirit to be seen by the world. Kaohsiung, Taiwan, is now a world-famous city with its name written into global MICE industry history.
